Quebec has its own Immigration policies

QUEBEC IMMIGRATION

Though Quebec is also a province in Canada, however, it runs its own Immigration policies. Since there are no Quebec Immigration streams yet aligned with Express Entry, you will have to directly apply with the Quebec Government for a Quebec Skilled Worker Program, Quebec Business Immigration, The Quebec Experienced Class (PEQ). If your application is accepted, you will be issued CSQ (Quebec Selection Certification). And once you receive the certificate, you will have to submit an application to the federal government for your Permanent Resident application.
If you have studied or worked in Quebec, you may be eligible to get CSQ under the Fast-Tracked Quebec Immigration program.
